Grandma's Fish Dinner

1-2 lb cod fillet
1/4 cup margarine
1 cup thinly-sliced onion
3 cups thinly-sliced potatoes
1 1/2 cups thinly sliced carrots
1 clove garlic (minced)
1 tbsp flour
1 tsp salt
3/4 cup warm milk
Melt margarine in large saucepan and saute onion until tender. Add potatoes, carrots and garlic. Fry for 5 minutes, stirring constantly. Sprinkle on the flour and salt; stir and coat well. Add milk and heat until bubbly. Spoon all into 2 qt. casserole dish, cover and bake 30 minutes in 350°F oven. Next, take it out and arrange fillet on top of the mixture. Brush with oil, cover and bake for another 25 - 30 minutes. (Itís delicious!)
