Spicy, Smothered Shrimp

3 tbsp canola oil
1/4 cup flour
1 cup chopped onion
1 cup chopped pepper
4 cloves garlic, minced
1 14 oz can vegetable broth
1/2 tsp salt
1/4 cup chopped celery
2 medium diced carrots
2 1/2 lbs large shrimp, peeled and deveined
1 tsp crushed red pepper
1 tsp hot pepper sauce
4 cups hot cooked rice
Parsley
Heat oil in a Dutch oven over medium heat. Add flour, cook and stir until flour mixture is a deep golden brown (10-15 minutes). Add onion, pepper, carrots, celery and garlic, cook and stir 5 mins. Stir in vegetable broth and salt, bring to a boil. Simmer until veggies are tender (10 minutes). Stir in shrimp, red pepper and pepper sauce; simmer until shrimp are opaque (6-8 minutes). Pour into 8 shallow bowls. Top each with 1/2 cup rice. Sprinkle with parsley.
