Broccoli Casserole

2 (10oz) pkgs frozen broccoli
3 medium onions, quartered
2 tbsp butter
2 tbsp flour
1/4 tsp salt
Dash pepper
1 cup milk
1 (3oz) pkg cream cheese
1/2 cup shredded cheddar cheese
1 cup breadcrumbs
Cook broccoli following package directions. Cook onions in boiling water until tender. In saucepan, melt butter; blend in flour, salt and pepper. Add milk. Cook and stir until bubbly. Reduce heat and blend in cream cheese. Drain cooked vegetables and put them in a 1.5-quart casserole dish. Pour sauce over top and mix lightly. Top with cheese and breadcrumbs. Bake at 350°F for 30 minutes.
