Moose Cabbage Rolls

8 large cabbage leaves
1 lb ground moose meat
1 onion, chopped
salt and pepper to taste
1 onion, grated
1/2 cup rice, cooked
2 tbsp vinegar
1/4 tsp chili powder
2 cups canned tomatoes
2 tbsp sugar
Soften cabbage leaves in boiling water. Brown meat and chopped onion in pan. Season meat with salt and pepper. Add grated onion and cooked rice, mixing well. Place a large tablespoon of mixture on a cabbage leaf, roll and place in baking dish with rolled edge down (or fasten with toothpicks). Add remaining ingredients and a little water. Bake at 325°F for 1 1/2 to 2 hours.
