Scalloped Potatoes

5-6 large potatoes, sliced
1 medium onion, thinly sliced
1/2 cup butter
1/2 cup flour
1 tbsp onion powder
1 1/4 cups evaporated milk
1 1/4 cups water
1 tsp each of salt and pepper
1/2 cup bread crumbs
1/2 cup grated cheddar cheese
Sauce: In a heavy saucepan over medium heat, melt butter, stir in flour and onion powder. Stir until smooth and remove from heat. Gradually stir in milk and water, return to heat and whisk until smooth and shiny. Add salt and pepper. Cook, stirring until smooth and thickened. Remove from heat.

Grease a casserole dish. Place a layer of sauce on bottom, just enough to cover. Place half the potatoes on top of sauce, then layer with onion. Repeat layering with sauce and potatoes, ending with sauce. Sprinkle with bread crumbs and then grated cheese.
Bake at 350°F, covered for about 1 hour or until potatoes are well done. Remove cover during the last 10 min. of cooking to brown.
